According to the relevant requirements of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, and the Interim Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), a second public participation information disclosure will be conducted for the environmental impact assessment of the Shenghai Industrial Solid Waste Disposal Site Project in Yingkou City, to understand the public's attitude and suggestions towards this project, and to accept public supervision.

1、 Project Overview

Yingkou Shenghai Chemical Co., Ltd. plans to build a solid waste landfill on the north side of Zaoling Village, Nanlou Economic Development Zone, Dashiqiao City, to safely landfill and dispose of the hazardous waste generated by Yingkou Shenghai Chemical Co., Ltd.

Construction scale: Annual treatment of 4705 tons of neutralization slag, landfill capacity of 150000 m3, and service life of 30 years.

2、 Overview of the potential impact of construction projects on the environment

Construction period: The main impact of the project construction process on the environment is the ecological environment, construction dust, and construction noise.

Operation period: During the collection, transportation, and landfill treatment process of neutralization slag, a certain amount of dust will be generated. Due to differences in stacking time, neutralization slag will produce a foul odor, and a small amount of foul odor will also be discharged in the sewage treatment station; The project will generate domestic sewage, car washing wastewater, and leachate from landfills; After operation, the environmental noise of the site area and boundary will increase; In addition, the construction of landfill sites will occupy land and existing vegetation, which will have a certain impact on the local ecological environment.

3、 Key points of measures and facilities for preventing or mitigating environmental impacts

The sewage treatment station of this project adopts an encrypted cover and is equipped with a gas collection hood and activated carbon to collect foul gases, with an exhaust funnel of 15m.

To prevent secondary pollution caused by the scattering of waste residue in strong winds, timely covering measures should be taken for the materials, and regular watering should be taken to reduce dust and avoid windy weather operations.

The project adopts a rainwater sewage diversion system for drainage, and the rainwater from the landfill area is discharged from the site through the flood interception ditch. A leachate drainage system is installed in the reservoir area to divert the leachate generated from hazardous waste to the sewage treatment station for treatment. The sewage in the management area is divided into clean and dirty water. Rainwater is discharged into the intercepting ditch through open channels, and the sewage is uniformly discharged to the sewage treatment station for treatment.

The wastewater during the operation period of the project mainly consists of comprehensive wastewater composed of leachate, domestic sewage, and car washing wastewater. After being treated by the sewage treatment station, the wastewater meets the requirements of urban greening standards in the "Urban Wastewater Recycling and Urban Miscellaneous Water Quality" (GB/T 18920-2002), and is used for the maintenance of solidified bodies, site greening, and road watering, without being discharged.

To prevent and control major noise sources, low noise equipment should be selected first to control the intensity of noise generation from the source. Secondly, measures should be taken to reduce noise and vibration for high noise equipment.

Domestic waste is entrusted to the local sanitation department for regular cleaning and transportation, and is handed over to qualified departments for treatment.

4、 Conclusion of environmental impact assessment proposed in the environmental impact report

This project is located on the north side of Zaoling Village, Nanlou Economic Development Zone, Dashiqiao City, Yingkou. The land used for the project is industrial land; The project construction complies with national industrial policies; Comply with the overall urban planning and land use planning; Comply with the requirements of the environmental impact assessment and review opinions for the planning of the economic development zone; After taking various effective pollution prevention and control measures proposed in the report, exhaust gas, wastewater, and noise can all meet the relevant emission standards, solid waste is properly disposed of, and environmental risks are acceptable; The environmental impact prediction results indicate that the impact of this project on the surrounding environment is within an acceptable range; The comprehensive benefits of the project are good. Therefore, from an environmental perspective, the selection of this project is reasonable and the construction is feasible.
